First dual wield and shoot all of your bullets except the max each gun holds so that you have none in reserve. For example if you're using Mauser pistols, shoot all but 20 bullets. Easy. Take the train to Riggs Station. Get off train and immediately go on water tower. When train departs station, jump on roof of train. Wait until out of the station and on your way to the bridge and start shooting anything in the air. Jump off at the other side of the bridge and ride off to twin ridges.
