When the lever is in neutral and the throttle mechanism is not pulled tight against the idle screw. You need to adjust the cable on the motor. You are only concerned about the lower screw at idle. The upper screw is only the WOT stop for the carbs. Your idle should be about 1000-1200 rpm on muffs.
