There is currently a 3rd person view available in the game, but it seems you have to use debug mode to enable it. I'm not sure if this will work in a multiplayer game, but in single player try this: Hit F1 to bring up the console, type in 'dm' and hit enter, and click to close the console. The third person view as it stands is an in progress feature; It's only available by using debug mode. I haven't played too much with it myself, though, since i prefer first person myself.
